Banco de Cabo Verde is responsible for directly ensuring or regulating, overseeing and promoting the smooth functioning of clearing and payment systems.​

It includes participants, payment service providers, systems support infrastructures, and entities responsible for transaction processing and settlement agreements. ​

Interbank clearing is systematized under the concept of Integrated Interbank Clearing and Settlement System (SICIL), which includes three clearing subsystems, namely Checks and Related Documents, Electronic Credit Fund Transfer and transactions processed through the vinti4 network. This system is managed by Banco de Cabo Verde, which delegates its daily operation to the Interbank and Payment System Company (SISP).

​​​​​​​​​​​​​​​The Report on the Cabo Verdean Payment System seeks to highlight the most important facts regarding the development of the payment system in Cabo Verde, based on statistical data on payment means and instruments and on the description of the most relevant events both in terms of transactions in the clearing and settlement systems and the regulation and control exercised by Banco de Cabo Verde, as part of the system's oversight.

​​​​​​​Payment systems are a vital part of the economic and financial infrastructure, especially in a context where they are increasingly complex and interconnected. Oversight of these infrastructures is particularly important and relevant within central banks, which take on the responsibility of promoting the stability, security and efficiency of such systems, with the aim of increasing confidence in them and in the central bank money and, at the same time, safeguarding the monetary policy transmission channel.

Banco de Cabo Verde’s general responsibilities and powers as the overseer of payment systems are clearly recognized and assigned in Articles 19 and 21 of its Organic Law (Law No. 10/VI/2002, dated 15 July) and in Article 15 (j) of the Financial System Basic Law (Law No. 61/VIII/2014, dated 23 April), which give it, in particular, the legitimacy to collect information, carry out inspections and apply sanctions.

In addition, Banco de Cabo Verde takes on the responsibilities assigned to central banks by the Bank for International Settlements (BIS), accepting and adopting the 24 principles applicable to all Financial Market Infrastructures, as established by that organization in terms of conducting oversight activities.

 In this context, a document establishing the Oversight Policy to be followed by this central bank was approved. It details the objectives, scope of action, standards and instruments used to conduct the oversight activities and ensure that operators in the Cabo Verdean Payment System comply with the international principles in this field.
